  The Greek Government has published the new measures it implemented to prevent unlicensed online poker and online casino sites from entering the Greek online gaming market. The measures were submitted to the European Commission for review.

  Recently Greece implemented a series of measures that are aimed to prevent offshore online poker, casino and betting operators' access to the country. In case operators break these regulations they will face severe fines and even prison sentences. The new rules were submitted today to the EC for review.

  The new rules state that online poker, casino and betting operators that do not have an online gaming license in the country will have to leave the market. Greece, however decided not to award licenses to any operators at all in order to protect the business interests of the government-owned gaming company OPAP.

  According to the new regulations, Greek ISPs are forced to block citizens' access to offshore real money online gaming sites. In case ISPs refuse to comply, they will be fined with €50,000 per day per un-blacklisted operator. The rate of the fine will double every seven days of non-compliance.

  European operators targeting Greek players will also face a fine of €20,000 per day per type of game offered with the rate doubling every seven days of non-compliance. Operators will also face fines up to €200,000 in case they conduct advertisement activities in the country.

  The new rules go as far as to threaten players with fines of €1,000 per day per gaming session in case they are being caught playing at other online gaming operators than the one owned by the state. Greece is one of the very few countries on the globe that intends to fine players for playing online with real money.

  What makes it worse is that the country's intention with banning offshore operators is not to protect citizens' from the supposed harmful effects of real money casino games but to force citizens to play and spend money at the online gaming operator run by the government.

  This measure is clearly breaching core European Union regulations. One of the core principles of the European Union is the free movement of goods and services between member states. As such, member states are not allowed to implement rules that would offer an unfair advantage to domestic companies over companies located in other member states.

  Greece's decision to ban foreign online casino and poker companies but allow a state-owned company to operate without any restrictions is a clear violation of this rule. Still, so far the European Commission hasn't done anything at all and possibly due to the overall not-so-positive public perception of real money casino gaming and poker it will not do anything at all in the future either.
