Delaware was one of the states that had a vision about the future of sports betting back in 1992. Federal lawmakers passed a bill that year that made sports betting illegal. States were permitted to opt-out of the law, but only a handful of states chose to do so. Delaware was one of those states.

On Thursday, Delaware lawmakers continued to flaunt their exclusion from the 1992 law when the state Senate voted 14-6 to expand sports betting in Delaware. The new law allows for an additional 20 non-casino locations where sports books can be set up.

The legislators did not just stop at sports betting in the massive gambling expansion bill that was passed today. Additionally, lawmakers authorized online gambling. Delaware becomes the third state, behind Nevada and New Jersey, to regulate online gambling.

"We can keep Delaware at the forefront of gambling," said Senate President Pro Tem Anthony DeLuca. "This is an opportunity for Delaware to be a leader in the marketplace."

Nevada is the actual leader in the gaming industry. Last week, Nevada regulators licensed the first two gaming companies for online gambling. Bally Technologies and IGT were awarded the licenses. Nevada officials believe that online casinos could be up and running in the state by the end of the year.

"Once Nevada passed their laws regarding online gambling, you knew that other states were going to be right behind," said Gaming Analyst Steve Schwartz. "Delaware has always been open to gambling, so there's no surprise that lawmakers jumped on the opportunity to increase the state budget funds through online gambling tax revenue."

The land-based casinos received a perk from the bill that passed today as well. Currently, only the three casinos in the state can offer keno. The new legislation allows more than 100 other sites to start offering the games.

The existing casinos saw their slot machine fees eliminated, and table game fees nearly cut in half by the new bill. Lawmakers believe this will make up for the casinos losing the right to exclusivity with the keno games.
