俄罗斯在线游戏法阻止公民访问非法赌博网站

  Russia online game method to prevent citizens access illegal gambling website

  The Russian Supreme Court overturned a decision of a lower lever court that ruled that Russian ISPs are not obliged to block citizens' access to gaming websites. From now on, ISPs might be forced to block citizens' access to such sites.

  Some time ago a Russian court ruled that while real money online gaming is not regulated in the country, ISPs are not forced to prevent citizens' access to websites providing these services. Recently the Supreme Court overturned this decision.

  The Supreme Court proposed that from now on ISPs should block peoples' access to any website that is deemed to contain material that is considered to be against the law even without a blocking order from the state. ISPs that refuse to take action will lose their license and face severe legal consequences.

  To make the matter even worse, the Supreme Court ruling states that it should be "necessary to disconnect even sites that contain only information about gambling portals". In plain language, websites that do not provide gaming services but mention real money gaming will be targeted as well.

  At this moment there are more than 1,500 Russian websites deemed to contain "illegal content". Most of these websites however have nothing to do with gaming and mostly refer to various political activities and ideas that are supposedly breaking the country's "extremism law".

  ISPs are already blocking citizens' access to these websites because they were officially put on the Justice Ministry blacklist. The new Supreme Court ruling states that ISPs are required to be proactive and block peoples' access to "illegal websites" that might attract authorities attention in the future.

  Up until this moment real money online gaming largely managed to avoid the attention of authorities. Russian players were able to play at European-licensed online gaming websites without any problems and restrictions.

  This might change in the near future if the recent ruling will be enforced and applied. So far the new measures proposed by the Supreme Court are not enforced. It remains to be seen if authorities will go ahead with the implementation of the new guidelines.
