However he explained that right now the state has lost its lead to other states such as New Jersey and Nevada in regards to innovation.Lottery director John Musgrave said that "We're a little bit behind right now. There's really going to be a shift in the way that we do business [i.e. online gambling], and we've got to participate in that."He further claimed at this very moment billion dollars are being lost to offshore online gambling operators that still accept US players. The legalization of online gambling in West Virginia and other US states would ensure that this money would stay in the US and would be cashed in by American state lotteries or casinos.

　　West Virginia is one of many states that could in the future legalize online gambling. Just a few days ago Vermont Representative Clem Bissonnette submitted a bill that if adopted would establish a new gaming commission in the state. It's likely that the regulation of online gambling would be one of the attributes of the new commission.

　　Pennsylvania is another state that in 2013 might legalize online gambling in one form or the other. At this moment the state has two active online gambling legalization bills. Yet another state on this list is California which might legalize online poker in the near future.The legalization processes of these states were all triggered by the regulatory developments in Nevada and New Jersey. Last week Nevada adopted a new law that legalizes online poker within the state's borders. This was followed by New Jersey that on Monday adopted a law legalizing online poker and online casino games.
